Commander Richard Timme

Commander Timme has served in Pittsburgh since 2009 as Captain of the Port, Officer-in-Charge of Marine Inspection, Federal Maritime Security Coordinator, and Federal On-Scene Coordinator. The office directs Coast Guard Port Security, Law Enforcement, Waterways Management, Marine Investigations and Inspections, and Marine Environmental Protection in Western Pennsylvania and the West Virginia panhandle.

In 2010 he deployed to the DEEPWATER HORIZON Gulf oil spill response, serving as the Deputy Incident Commander and Federal On-Scene Coordinator Representative for the state of Alabama, overseeing the daily activity of over 8000 responders and 1,500 support vessels, barges and skimmers.

Prior to Pittsburgh he served in the Coast Guard Office of Budget and Programs as the acquisitions program reviewer and capital budget coordinator. His Marine Safety tours include as a Marine Inspector in New Orleans, Detachment Supervisor in St. Croix, U.S. Virgin Islands, Chief of Port Operations in Portland, Maine and Chief of Planning in Tampa, Florida. Other tours include Deck Watch Officer on the Coast Guard Cutter MELLON and at a Department of Justice Drug Intelligence Center.

CDR Timme holds a Master of Public Administration from The George Washington University and is a 1991 graduate of the United States Coast Guard Academy where he received a Bachelor of Science in Government. In 2012 he will attend the National War College senior-level course of study culminating in a Masters of National Security Strategy.

A Connecticut native, his awards include the Meritorious Service Medal, Coast Guard Commendation Medal, Coast Guard Achievement Medal, the Commandant's Letter of Commendation Ribbon, and various unit awards.
